I don't know, even then, the "herd resistance" (not immunity) applies to new arrivals and residents alike.

Best advantage I see is perhaps plane ventilation is bad, but that would purely benefit other passengers and air transportation workers, not the general public. I doubt such narrow beneficiaries is their goal.
