In every war, there is a collection of individuals that realize they have no other skill so they look to continue the work they did during wartime in other areas. In the past, this was the typical mercenary: a professional soldier that just continued being a soldier.

The War on Terror had a huge influx of intelligence services and thus we now see surveillance service providers, extremist researchers and even disinformation experts in the private sector. I would argue these are fruits of the poison vine grown from the WoT spending that started 20 years ago.
